Anyone speak RUSSIAN? Are the subtitles on this short video really what the people in the video are saying?

That's the video above, it has sub titles, are the sub titles really what the people are talking about? Just wondering, it seems like it's a joke and they aren't really saying that? Not sure. Unless they're speak in another language besides Russian.

As someone who is speaking Serbian ans Slovene I can tell you that he is speaking about some music in that place. And when I understand it I don’t found it funny.
