I will be traveling to Russian in about a year, and want to actually interact with some locals my age (19) whilst I'm there. What % speak decent english?

Just learn a few Russian pleasantries. Believe me, when you travel, people are delighted when you know a few pleasantries in the language. Many Russians speak English but you’ll get a warmer reception if you take my advice!
Learn a few pleasantries in the local language, and if your Russian isn’t perfect, don’t despair. Learn how to ask, "I don’t know much Russian, do you speak English?" They will understand, and be impressed that you are trying.
Maybe you could get a pen pal who is a Russian boy or girl and he or she could help you learn a little. Tell him/her that you’re going to visit Russia and want to learn a bit of their language. It’s not an easy language but you can learn a few essential phrases.
So… learn a bit of Russian. You have internet access, and the whole world at your fingertips. No excuses.
I personally speak English.
I honestly don’t know what percentage speaks good English, but practically everybody of your age know at least a little of the language.
And learning a bit of Russian (a few phrases) is really a good idea.
P.S Are you a male? If you want to interact why are specifically interested in women?
