I have it install. I was using it but the letters do not appear now when I click alt & shift.

In addition to enabling your computer to display in Russian through the control panel, you also need to enable your keyboard to type in Russian, which is only useful if you have a Russian keyboard, stickers on your keys with Russian characters or use the on screen keyboard. So remember, you need to set Russian as one of your display languages plus set your keyboard up through the control panel to be able to type in Russian.
Are you sure that you have it set for alt-shift? I believe windows lets you choose from two or three options on how to switch between languages. You might go back to the control panel -> language and make sure that under "installed services" it shows EN as the first language, and RU as another language, then secondly check the "key settings" to make sure you have alt-shift selected as your method of switching languages.
