I want to buy a laptop with true Cyrillic keyboard, not American with Russian stickers on the keys. Where should I look? The laptop could be new or used, depending on what I can get for the money. Thanks.

I doubt that you can buy such laptop – there is no demand, as you understand
and thus no production…
People (hundred thousands of them really) from the former USSR all around the world use one of the following work-arounds to solve that problem:
1) They buy _stickers_ (those do exist even any type of keyboard), for example here:
http://webideas.com/russianstickers/
2) Many people choose another approach that lets them type Russian say at work on the desktop – without Russian keyboard and/or stickers -
they type "in Russian – as in English":
(a) with "RU" mode of system keybord all symbols – dot, comma, quotes, etc. – are typed the same way as they are typed while "EN" mode -
where they are drawn on _Latin_ keybord
(b) with "RU" mode, Russian letters are typed by using similar (phonetically) Latin letters:
A-A,O-O, E-E, K-K,…,Б-B, Д-D,Ф-F,…
It is called Phonetic (homophonic) keyboard layout for Russian (or any Cyrillic) and is used not only by former USSR people but also in many American Universities – recommended by http://AATSEEL.org
********* Phonetic layout can be setup in 3 minutes (Windows offers to have several different layouts for any language, being it English or Russian) -
below are the links to the instruction (same one) in Russian and in English:

- in Russian: http://Phon.RusWin.net

I suggest you call both Apple and Dell and see if you can order one that way, I know dell would probably be your best bet.
