There is no difference which word order do you choose.
(h) – silent sign like in "ghetto" to show that there aren’t undertones in this vowels
Á: – stressed [a] like in "large" but without [r] undertone
t’- palatalized [t] as if you want to say "tea" but say just "t"
All capital vowels are stressed.
The difference between целовать, поцеловать and расцеловать (because another answer mentioned расцеловать) :
целовать tsee-la(h)-vÁ:t’ – to kiss someone several times
поцеловать pa(h)-tsee-la(h)-vÁ:t’ – to kiss someone once
расцеловать ras-tsee-la(h)-vÁ:t’ – to kiss someone passionately allover many times
The translation above is informal and singular.
If it has to be formal or in plural you should replace тебя tee-b’Á(h) with вас vÁ:s :
ya(h) ha(h)-chÓO vÁ:s pa(h)-tsee-la(h)-vÁ:t’ – Я хочу вас поцеловать
ya(h) ha(h)-chÓO pa(h)-tsee-la(h)-vÁ:t’ vÁ:s – Я хочу поцеловать вас
