How do you write "to whom it may concern" in Russian?

I went to dictionary.com, and went to the translator and got that for "to who finds this" instead of "to whom it may concern", I hope I was of some help. Go to the source below it should help
"к кому это относится" And the above answer are the correct translations. How are you gonna write a letter to someone in Russian, not even knowing this? LOL
