It is correct that Russian (as a second language) is not taught in schools in Bosnia anymore (normally at least).
My husband is Bosnian and still has a smattering of Russian from his school years, but now English is the first foreign language taught as part of the curriculum. My stepson (Bosnian and living there), is 9 years old and actually speaks good English, and we are able to chat and ask/answer one another easily, and tell jokes.
He has mainly learnt this from cartoons on tv, but has just started English at school last year. German is also offered at his school, but not Russian.
No they not taught Russian anymore as a second laguage anymore. English is taught as a second language now.
