You have several options you can use in order to study Russian or Ukrainian. You can use online programs. Here are some links for Russian:
http://www.mylanguageexchange.com/...
http://www.masterrussian.com/
http://listen2russian.com/
http://www.alphadictionary.com/rusgramma...
http://clvweb.cord.edu/russian/bemidji/r...
Ukrainian:

You can also use study books and CDs. You should be able to find them at bookstore, online or at your local library.
However, these tools might work only if you have strong contacts with Russian or Ukrainian community in order for you to practice what you have learned. Otherwise they will not be very effective. You would not be able to use them for immersion course. For that you would need to have a teacher.
Having a teacher or taking a class is the best way for you to study the language. You should be able to find Russian classes at local colleges, language schools or sometimes at community centers. Some of the links above provide information on Ukrainian classes.
You may find some Russians and/or Ukrainians, who will help you to learn Russian or Ukrainian! Check out the web-site: http://www.polyglot-learn-language.com
There you will find many people, who are looking for a language exchange – so, for instance, you give English and get Russian in return – that’s very useful and effective.
If you are still interested in Russian language, i may help you with it. I’m Russian. You may contact me through the profile.
Best of luck to you!
