The reason he is excelling at Russian is probably because he enjoys it so much. That being said, I think you should try and find some way to expose him to each of those languages a bit and see which one he likes better, instead of trying to figure out which one will be an easier transition for him. Otherwise he will be miserable if he ends up choosing a language he doesn't like, regardless of how easy it is. From what you've said he seems very bright, so I'm sure he'd excel in whatever language he wanted.

As for determining which one he likes the most, perhaps rent some good foreign movies? I know having media that I'll enjoy and be able to watch without subtitles is a great motivator for me. Also, perhaps try http://edufire.com There are always some free classes there. Try and find some free classes in French, German, Spanish, and Latin and see if he is willing to give them a try. From there he can make a more informed decision. Also, be sure to check out each teacher's page for testimonials and such. Even if it's free, there's no point in wasting time with a bad teacher.

If he's up for it, perhaps he can even continue Russian via EduFire (or some other way) while taking a separate language in school. EduFire has fairly reasonable prices, so that's something to think about.

Another option is to ask the school about dual enrollment. My friend took an English class at a community college in her junior year of high school. They counted towards her high school diploma and her college credits. I'm not sure if you can do that for languages (I believe it depends on the arrangements made between the high school and community college), but it is worth asking the high school about if you are willing to drive him to any nearby college to continue his Russian studies.
