Need help to read and use software created in Russian language?

People! I've downloaded software in used/created using Russian Language.
But my comp doesn't allow me to read those words/text in this program which is Russian language.
How to fix it?

Regarding previous answer from Bob – no, Bob, translation has nothing to do with it – it’s Russian text does not look readable Russian.
It’s a common issue for non-Russian computers and can be solved –
there is a section about it
"Full Russification: Russian programs and file names" on
the instructional site devoted to Russian under non-Russian MS Windows:
