There is no baby-talk phrase regarding "He doesn't like me" A child would say it in the same words an adult would do it:
"Я ему не нравлюсь" " Он меня не любит (loves me)"

"She doesn't love me" "Она меня не любит", "Я ей не симпатичен" (I'm not sympathetic\ lovable for her")

P.S. don't want to sound like a bringdown but the first answer has a few grammar mistakes

I dunno about a child, but "he doesn't like me" is:
Я его не нравлюсь

"she doesn't like me" is
Я её не нравлюсь

He doesn't love me
Он не любит меня

She doesn't love me
Она не любит меня
