Teacher not allowing students to talk other languages?

In one of my classes, I have these two russian sisters who are from Russia. My Business law teacher does not want them talking Russian to each other and says "We speak English in my classroom" Os she allowed to do that?

She could tell them to not talk at all if she wanted to.If they are learning in english it would benefit them to think in english also. It is also rude for people to talk in languages that nobody else does when they are capable of speaking the common language.
She can try, but what if they speak in hushed tones to one another, so that she cannot tell if they’re speaking English or Russian?
What your teacher doesn’t realize is that they might be speaking Russian in order to understand something that was said in English – that way they use a language they know well to try to grasp something in a language they probably don’t know as well.
But, like most mono-lingual people, your teacher may just be worried that they’re talking about HER.
In fact, if those sisters had some chutzpah, they’d reply "But we’re talking about YOU, do you want to hear something that might upset you?" THAT’D put her in her place!

Translate: Y You no let us speak other languages
Yes, because technically it is rude for them to be speaking another language, because they could be talking about anything or anybody.
