What are the most common topics of conversation that people in small Russian towns talk about?

It depends exactly where you are.
Depending on how small the town you’re talking about. There are some towns you can practically call villages and there are some towns where it’s a town, but it can be separated into neighborhoods. Then there are the capital towns.
Considering that you’re talking about the medium sized towns, there’s a mix of talk. It depends also with whom you meet. Some towns just talk about rumors and news that spectate around town (such as: "oh, haven’t you heard Katya is pregnant and she doesn’t know who the father is") then there are some who talk about gossip and celebrities and news in general (like news that spread over the whole nation)
Really, I think weather is the most commonly and spoken topic over the whole world. Not only does the person you’re talking to know the weather also, it doesn’t take a lot of knowledge to talk about it.
To talk about a lot.
Weather, crop of tomatoes, football, gossip, love, hockey, inflation, the Somali pirates, etc.
They can talk about everything, like everywhere on Earth.
