I don't have the money or time to live in Russia, so if there is a software that could make me fluent and able to read and write, let me know please

There is no software that will make you fluent. You could try various software such as Rosetta stone, which will lay down the fundamentals of the language, but it’s not going to make you fluent. Even so, I would combine the software used with at least an internet course. A well known website is: http://www.livemocha.com . They offer free courses, as well as courses for which you have to pay. But there are others out there…
The best thing, next to living in Russia of course, would be to find a school nearby that teaches Russian. It will certainly be the quickest way to make you fluent…
Becoming fluent in Russian can not be done through Rosetta Stone, but would suggest doing 4 things. 1) Start with vocabulary including basic phrases. 2)Understand the grammer rules, when to add an extra sound at the end of a word for plural etc. 3) Pimsler offers a listen and repeat style of learning which it covers a more formal way of speaking 4) Language exchange, do a search for this and you can do a basic language exchange with a native speaker who is looking to learn or practice english.
I like this site for learning, it is free and will help a lot.

Good luck Russian can be hard, but you will get it.
