It has to be free and OTI.
I can already read Russian because of another language that I know uses almost the same cyrillic letters.
But where can I learn the actual vocabulary?

If vocabulary is your goal, try byki. It’s similar to Rosetta Stone in the sense that it’s a flashcard based method but with a community aspect where you can create / share vocabulary word lists with other members.
Randem has a good answer. May I just ask, what is the other language that you speak that uses the Cyrillic alphabet?
Just curious.
